[lang] branching for a release

Any reason why I shouldn't go ahead and make the release branch so that
development things can open up again in HEAD?

I can't think of anything off-hand. The xdocs live in a different place,
so aren't affected.

I'm getting myself confused with other strategies. Branches aren't how
things are done, we tag in Commons.

It's how things are done. I'll go ahead and branch now and create a
test-build from the branch.
