how to permanently delete promotions?

I used the admin page,
https://localhost:8443/catalog/control/updateProductPromo but when I
restart ofBiz the list respawns.  How can I permanently delete
promotions?  Thanks

set thru_date for all the association between Promotion category and 
Products from 'ProductCategoryMember' Entity
