One approach would be to fixup every place where task IDs are included in log messages. A different approach would be to change {{ostream& operator<<(ostream& stream, const TaskID& taskId)}} in {{type_utils.cpp}} and {{v1/mesos.cpp}} to use single quotes.

> Task IDs are framework-generated, which means they might contain whitespace. That means that when task IDs are included in log messages, they should be quoted. We sometimes use quotes when logging task IDs, but this is not done consistently right now.
