Tomcat 5 and win2000l...

hi
i want to install tomcat5 on win2000. i am using jdk1.3. is mandatory jdk1.4?whenever i start tomcat (startup.bat)
 screen scroll and tomcat stopped. what is wrong with me.
any change in server.xml or web.xml?

plz help
