Follow up of TS-3857.

Should we change error defaults to "L" to ensure syslogs are not flooded with the fix from TS-2940? The current defaults of "SL" did not work correctly before TS-2940 and after the fix to TS-2940, any repeatedly occurring error log can flood syslogs
