In Ambari 3.0, with multiple mpacks we will no longer have single HDP stack but instead will have stacks/HDP/3.0.0, stacks/EDW/1.0.0, stacks/HDF/3.1.0 and so on. Since this top-level widgets.json is stack-agnostic, we should move it out to either resources/widgets.json or resources/stacks/widgets.json
