Prototype the following workflow in the master, in accordance with the resource provider design;
* Handle accept calls including resource provider related offer operations ({{CREATE_VOLUME}}, ...)
* Implement internal bookkeeping of the disk resources these operations will be applied on
* Implement resource bookkeeping for resource providers in the master
* Send resource provider operations to resource providers
