On the patch submission guidelines, you say

Another good way to make sure it gets on our plate is to submit it through the 
bug database, at http://bugs.apache.org/, marking it as a "change-request".

Unfortunately, it is not possible to submit patches there anymore, since this 
bug tracker is closed. So either the sentence should be corrected or removed.

If the sentence is changed to point to this bug tracker, the bug tracker 
should be changed to allow attachments; pasting the patch into the patch 
description won't work for larger changes.
