Mess Detector allows combination of build-in rules with custom rules in XML. See [documentation|http://phpmd.org/documentation/index.html].

NetBeans IDE does not allow to set custom rule file in Options > PHP > Code Analysis > Mess Detector.

At least one build-in rule set now has to be selected in configuration.
When custom rule file is selected, then no build-in rule would be required.
