1) As we don't need to set runlevels, we don't need impelement platformdependent chkconfig actions (which are now stubs), and don't need to do any OS checking (suse/centos service command are same except some chkconfig differences we don't use), so we need to refactor service as common resource not platform dependent, also delete some runlevel stub code.

2) Also we should make sure resource work on both suse and centos
