Mark, changes look okay overall, but I find myself a little hesitant with regards to ClusterManagerProtocolSenderImplTest.  I realize that handling these timing things are difficult to get right, but also wonder if 1 second is really sufficient if an older machine under load is running.  Obviously, this could get extrapolated ad nauseam with varying classes of hardware.

Any thoughts on this?
