HELO_DYNAMIC_HCC purports to test for HELO/EHLO from hccnet.nl hosts (at least
the comments and naming imply it), but the rule is more like an old version of
HELO_DYNAMIC_DHCP (which is adjacent) which matches lots of dynamic hosts.
