   Another flaky test with CoordinatorNotFoundException problem [here](https://github.com/apache/pulsar/pull/10371/checks?check_run_id=2455146689#step:9:529):

   @congbobo184 @gaoran10 please fix the source of flakiness in tests where the problem is about `TransactionCoordinatorClientException$CoordinatorNotFoundException` . Would you be able to take a look? It's this issue #10398 and #9917 & #9918 which are some of the examples.
