It means dropping the ideal state and re-adding it won't work, whether intentional or accidental. There will just be a bunch of unprocessed OFFLINE --> DROPPED messages.

There are two possible solutions: implement a NOP OFFLINE --> DROPPED for the base class, or just implement the method for this state model.
