J2 "Jetspeed" decorator in distribution

Is it just my implementation, or is the "jetspeed" decorator incomplete in
the Jetspeed 2.0 distribution (i.e. no sides or bottons to the portlert
windows) ?
 
I am laying out plans to migrate to Jetspeed2 from Jetspeed1 and want to
provide a similar look and feel where possible.
