> The output of this issue is to enable Beam Playground precommit checks to run for pull requests.  As a result of [BEAM-13008|https://github.com/apache/beam/pull/15761], the Beam Playground has a gradle playgroundPrecommit task that bundles checks for code and tests.  This PR will enable this gradle task to run for pull requests by achieving the following:
> * install required environment dependencies such as go and flutter/dart
> * check for changes in playground/** blob path to determine whether to run playgroundPrecommit
