> If a confignode cannot join consensus group but startup successfully, here, if we manually restart it with a hope that it will join the consensus successfully, we will get a BadNodeUrlException.
> The root cause is:
> 1. Since the confignode haven't join a consensus group, so it has no opportunity to set confignode_list to system-properties and leaves a key (confignode_list=) with an empty value in the file.
> 2. When we try reading the confignode_list from system-properties, we will get an empty string, not a `null`.
> 3. The BadNodeUrlException will be throw because we treated empty string as  url.
