svn_io_temp_dir, issue #929

Hi,

Karl and I miscommunicated, which led to a nice long thread about what
tempdirs to try in apr_dir_temp_get().  What I was looking for is a
review of rev 7609 to see if there are places that need to use
svn_io_temp_dir() that I missed.  I'd hereby like to ask for that
review.

Nevertheless, I think the thread about apr_dir_temp_get() was useful
and certainly the suggestions, like using GetTempPath() on win32.
Either I will integrate this at some point, or I will be beaten by
Thom May ;)
