Performance degradation between 1.3.1 and 1.4.0

Hi MXNet community,

Ive been noticing some performance degradation issues moving from 1.3.1 to
1.4.0. Ive created an issue here:

https://github.com/apache/incubator-mxnet/issues/14496

Im also looking for more data, if others can share any other tests,
results, observations that would super helpful to further debug the issues.
