Reporting Tasks' lifecycle will need the same @OnScheduled, @OnUnscheduled, @OnStopped annotations that Processors use.

Will need to created @OnEnabled and @OnDisabled annotations. These should apply to Processors, Reporting Tasks, and Controller Services.

@OnAdded, @OnRemoved, @OnShutdown should apply to Processor, ControllerService, and ReportingTask.
