Torque scheduler

Hello!

I recently wrote another framework for torque scheduler. It supports
multinode & multiprocessor jobs. Maybe you will be interested in
including it into distribution.
Framework is written in C++ and links to libtorque and some boost
libraries. I've added checks for them into configure.ac script.
