Optionality

We have a tension in the API to do with optionality.

On one hand we accept that any dump read by the API may be inconsistent ,
damaged or incomplete.   On the other we have to provide some rigour to
content optionality so that  the Test suite and real users can work out what
they can expect to get from a dump.

How do we manage this tension and what mechanism do we use to report content
optionality?
