[Axis2]Axis2/C 1.3.0 Feature Freeze

Hi All,

   We have fixed many issues since Axis2/C 1.2.0 release. We have
   enough features to do  Axis2/C 1.3.0 Release [1] [2]. Therefore we
   better go with exsisting features in hand for the Axis2/C 1.3.0 and
   lets focus more on having stable release now on. After doing
   sometesting hope to cut Axis2/C 1.3.0 RC2.
