new patches

I'll be sending patches along after this message to allow proxy to work =
in the current build.

NOTE: Per the Makefile.in and config.m4 commits yesterday, I'm =
temporarily removing the FTP proxy from the build, and adding a cache =
stub (really the old ap_cache, hacked a bit). The cache is a placeholder =
for whatever cache method we decide to use.

That's about all. I guess I should squeak more often so people don't get =
worried. 8^)
