Currently, {{list-available}} shows all versions of all available packages. It would be better to only show versions that are supported on the given Solr version.
For this to happen, the {{version-constraint}} should be copied over to the repository.json from the manifest.json (which can reside inside a jar), since it would be inefficient for the CLI to download/unpack jars for manifest.json in order to support this.
