make start_httpd fails

Building mod_perl and go to test with 'make test' I recieve failure during
the 'make start_httpd' directive (output shown below) any idea's on what
this is and how to debug?

Using Perl 5.6.1 Apache 1.3.20 on HP-UX 11.00.

cp t/conf/mod_perl_srm.conf t/conf/srm.conf
../apache_1.3/src/httpd -f `pwd`/t/conf/httpd.conf -X -d `pwd`/t &

will write error_log to: t/logs/error_log
