[PATCH T2.2] TurbineVelocityService

Following an old discussion.

I really need in T2.2 the feature that Jon added in T3 about handling
absolute paths for templates.
It provides an additional flexibility that would really be appreciated, the
context path is definitely not enough.

It was added in T2.2 code and removed when the context path was introduced,
but I'd like it be back.

So here's the patch. It's a raw copy from the T3 code.

If you find it useful I can put it back in ... patch has been applied.
