[VOTE RESULT] Charter

Here are the results of the vote on the charter.

I counted 10 +1's and no +/-0's and no -1's. 

So now we have a new charter.  I'll commit the version
with the tweaks in it.  I'll be out of town the rest of this week,
so I won't have time to get this up onto the website -- if anyone
else wants to do it please feel free, otherwise I'll tend to it when
I get back.
