[RESULT] [VOTE] Release some blueprint updates

We have 3 binding +1 votes and 2 non-binding +1 votes for the blueprint-core and blueprint-cm.   I’ll get those released.

There is an objection to the maven-plugin due to an additional bug and a behavior change that should require a non-patch version number bump.  I’ll drop that.
