Hey Cam, great work.

A couple comments:

* change https to http in the svn co (https is for ASF committers and though folks can use it, it's discouraged in favor of http)
* CHANGES.txt and LICENSE.txt aren't part of the single modules anymore, and are distributed with OODT as a whole and not the fm. I'd just take it out.

Other than those 2 things, my +1 to commit.
