The work that was active at shutdown is presented as Running after the restart but is soon changed to Completed.  This sometimes makes the SM disable a service.  Perhaps the completion-type or rationale could be something like "Framework Error" or "node restart" so these are not treated as user errors.

SM.ServiceHandler - 6107 handleModifiedServices  !! Processing modified instance 297751 state Completed completion-type Warning rationale process failure(s) occurred

After restarting all instances the registry had the following:
	submit-error	Service stopped by exessive failures. Initialization failures[0], Runtime failures[0]

but soon after this was remove and ducc-mon said Available.
