ML Starter Tasks

Hi, Igniters and newbies from outer world.
I've prepared today a few tickets for newbies under umbrella epic
https://issues.apache.org/jira/browse/IGNITE-9281

Also, all open newbie tickets in Ignite ML could be found by filter
https://issues.apache.org/jira/browse/IGNITE-12383?jql=project%20%3D%20IGNITE%20AND%20status%20in%20(Open%2C%20%22In%20Progress%22%2C%20%22Patch%20Available%22)%20AND%20component%20%3D%20ml%20AND%20labels%20%3D%20newbie%20ORDER%20BY%20priority%20DESC


If you are interested in ML development, write in this thread or assign one
of the given tickets for himself.

Also, options for .NET/Python/R/C++ API development are open for ML module,
we could discuss them separately.

I suggest to refresh this section on site not only for ML but for anotger
parts too.

Alexey, excellent! How about mentioning the tasks and listing the filter on
the website page (scroll down to "Pick a ticket" section):
https://ignite.apache.org/community/contribute.html#contribute

The section needs cleaning but feel free to add the ML tasks to the top of
the list.

It seems that JIRA have some troubles with link building.
