[Bug 55634] Parsing of embedded resources in HTML pages uselessly also parses non HTML content

Probably; would need to check how the value is set up to make sure we don't
skip responses that should be parsed.

A secondary issue: do browsers download embedded resources recursively?
I assume they do, but if not, then we could restrict parsing to the top-level
page.
