more stuff for devsite

This is partially a todo, and partially a note for the new folks out
there.

devsite needs:

- a note about the apache-cvs@apache.org majordomo list where cvs commits
  are logged

- a note about the apache-bugdb@apache.org majordomo list where GNATS
  bug reports are logged

- a note about the apbugs@apache.org email interface to the GNATS database

... and... any new folks want to start fielding bug reports?  The stuff
specifically that I'm tired of dealing with are the basic config problems,
and the "help me get it to compile on my machine" problems.  We're getting
behind on reports right now.
