Can't verify absolutely the correctness of this translation, but Babel Fish
translated back to English looks reasonable, with normal/acceptable
back-translation errors. Simple enough that it shouldn't need a CLA. 

Provisionally scheduled for 3.1.1 just so it doesn't distract from bug squashing
for 3.1.0, but 3.1.0 certainly wouldn't be inappropriate.
