features suggestion

Hi

i have some features request
* for merging, as an option: do it only for existing files on both side, 
or only new files on side x.
* force reading file in diff, blame and so on for file which are marked 
binary
ex: file was binary on first commit, recorded in text after and 
properties was changed later ...

One question:
how do you handle user account renaming ?
said, i have a svn account with htaccess.
i want to change the username ? how can i keep the history ?
if i want to change user to ssh, keeping same login will do it or else ?
Short, is svn using login as identity or uid or else ?
