> Similar to PROTON-666 for proton-j, proton-c needs to be able to apply transactional state to outgoing transfer frames in order to allow publihsing messages transactionally. Support needs to be added for transactional state generally in order to allow this. Changes should include python binding updates to allow testing these changes and those for PROTON-666.
