Could you please provide a link for such requirements? Also we can
consider http protocol isn't 'non-optional feature'

We can.

HTTP access has *always* been an optional bit of the Subversion
client, and using neon, either as the default or not, should not pose
a problem with ASF guidelines (so long as we don't distribute neon,
which we no longer do).
