Couldn't reproduce the problem: when I say "file:/C:/a%20b/a.xml", the parse 
can successfully find the schema file refereced by it (using a relative URI).

Anyway, some bugs related to URI resolution were fixed in 2.2.0. Could you try 
the latest version to see whether the problem is still there? Thx.
