This was discussed a while back

and I think the main reason is not to have two automated systems feed off each
other.
Additionally USER_IN_WHITELIST is not a recommended rule to use. See
https://wiki.apache.org/spamassassin/Rules/USER_IN_WHITELIST
But beyond that, have you tested on your system?
