[DISCUSS] Move from Bugzilla to Jira

HiveMind has been using Jira and it works so much better, easier than Bugzilla.

I believe it is possible to migrate existing data to Jira.

I'd like to see any necessary discussion, then put it to a vote.

JIRA rocks!  I've just been hanging with Mike Cannon-Brookes and some 
of the other Atlassian folks here at JavaOne - they are doing wonderful 
stuff with Confluence and JIRA.
