1. Go to BGO filters, select a value, say "aborted".
2. Close the BGO.
3. Trigger some options or open the BGO again, the services show up in that window are still affected by the filter.
That looks very strange to the user. Seems like we lost some options.
So every time opening the BGO window, filter should be set as default value 'all', so all services will show up.
