Since you have posted this to the tomcat-user mailing list, I assume you
have a copy of tomcat.
The class that you mention (it is not a package) is contained in servlet.jar
contained in tomcat_home/lib.

You can get the source from 

http://jakarta.apache.org/builds/jakarta-tomcat/release/v3.2.3/src/

or the binary is included in the servlet.jar in the tomcat/lib directory.
