Make sure 'snap to grip when rotate' is enabled with 15 degree snap angle.
Insert a shape and rotate it with the 'normal' red rotation handles. Watch the
degree field in the position panel. It is off by 1 degree.

It's OK. It is only the feature, that the snapping angle is used relative and
not absolute.
