Undefined subroutine &Apache::Foo::handler

Hello,

I am receiving the following error (viewed by the
error log) when I attempt to view the page


Undefined subroutine &Apache::Foo::handler

I have also attempted precompile the package ( perl -c
Foo.pm) and recieve the following error:

Can't locate Apache/File.pm in @INC ...... or Can't
locate Apache/Constants.pm in @INC .......


Any help would be appreciated.
