Tomcat 4.01 and gifs or jpegs

I have created an app using struts under tomcat 4.0.1 but jpg and gif files
are rendered fuzzy by the browser.  Any suggestios of what can cause this
strange behaviour ?.  Other apps i.e. ROOT and tomcat-docs ' graphic files
are rendered without problem.

Operating system is Windows ME and JDK is 1.4 beta 3
