Going to release Kylin 3.1.0

Hello Kylin developers,

As 3.0.2 has been released, we're going to prepare the 3.1.0 release. The
related issues can be searched in JIRA with "v3.1.0" as the fixed version:

https://issues.apache.org/jira/projects/KYLIN/versions/12346593

Currently, there are still more than 20 issues in "Open" status, please
update the progress, or if you find it couldn't be finished in next 2
weeks, please let us know the proposed new time, otherwise, we will move
them to the backlog. Thanks!
