[VOTE]: migrate Xerces-* to Jira





Hi all,

For at least the last two years, both Xerces-C and Xerces-J have used
Bugzilla as their bug-tracking system.
Recently, the Infrastructure team installed a new tool named Jira.  You can
get a feel for Jira by going here:
http://nagoya.apache.org/jira/secure/Dashboard.jspa

The Infrastructure team has also developed scripts which enable all
information in existing Bugzilla databases
to be migrated over to Jira--that is, the status and history of all bugs,
as well as Bugzilla account
information.

In my opinion, Jira is a significantly better product than Bugzilla.  Its
interface is cleaner and faster to
use, and, moreover, it is possible to generate XML reports from Jira--which
are much more amenable to
post-processing than is the HTML that Bugzilla emits.

Further, there has been discussion in the infrastructure community of
obliging users to certify that they understand the implications of
uploading files (such as patches) to Apache.  For folks interested in
assuring the pedigree of Xerces code--and, in this day and age I can't but
imagine that's everybody--this too would be a nice win.

So I'd like to propose that Xerces-C and Xerces-J migrate to Jira.
Xerces-P is already waiting for us there.

I created a Jira account for myself a couple weeks ago. In my opinion,
it's interface is leaps and bounds better than Bugzilla's. I also like
that when you attach a file to a bug report (this functionality is already
there), that the submitter actively chooses whether their attachment is
being contributed to the ASF under the Apache license or if they are not
granting rights for inclusion.

I'll give a +1, since it looks like a good product, and far better than 
Bugzilla.

I do, however, have two reservations:

	- It would sure be nice if there were an open-source alternative. ???
	- I wish Jira generated better/more compliant html (but I'm sure it's 
much better than bugzilla's).
