new docs development in trunk xdocs/docs_0_90

The new docs are ready for development in trunk at
the site-author/content/xdocs/docs_0_90 directory.

These were created by svn copy from xdocs/docs_0_80

So it is an evolution of the previous docs.

We don't update the old 0.8 docs unless absolutely necessary.

It would need to be up to each committer to update old stuff
if they want to. Some changes would be relevant. If so then
probably also need to update the 0.8 branch documentation.

Whoever is generating the final documentation will need to
remember to temporarily change the exclusion of old docs in the
site-author/conf/cli.xconf file.
