HTML & .properties reload

I just upgraded from wicket beta2 to rc1 and found that my HTML pages and
.properties aren't automatically being reloaded as usual.  Did something
change?  I didn't see anything in the release notes.

I have the development property set as usual in my web.xml and both the HTML
file and properties files do not refresh them selves.

It could be that the default is changed, besides that i dont know if
property changes are really seen. Html pages are refreshed when you
are in development mode. Just set it in your web.xml or use the system
property -Dwicket.configuration=Development
